Conflict Resolution

In mid-2001 Gordon Ryan was appointed as a Consultant to the Christchurch City Council. He was assigned to investigate elected member satisfaction with the policy advice they received from staff. He conducted interviews of Councillors and Senior Staff and prepared a comprehensive report. Following analysis of the City Council, City Manager Mike Richardson then directed Gordon to review the operations of the six Community Boards and staff service issues. This is what Mike had to say about Gordon's review of the Community Boards:

"During this series of projects he displayed penetrating judgement, insight and tact in getting to the heart of a number of difficult inter-personal issues involving elected members and staff."

In December, 2001, Ryan was appointed as a permanent member of the Christchurch City Council Corporate Team. One of his primary areas of responsibility until the end of 2003 was to serve as Investigations Commissioner (Ombudsman.) In this capacity, he interacted with customers, management staff, and various employees to resolve issues that were brought to his attention. On some occasions, he was called upon to resolve staff or elected member conflict when they had personal issues with one another.

In a far-sighted move following Ryan's permanent appointment, City Manager Mike Richardson directed Gordon to draft a Code of Conduct for the Council (and subsequently for the Staff) over a year prior to the New Zealand Local Government Act (LGA) requirement. Research for this project presented overwhelming evidence that written and documented ethical guidelines that pre-date infractions are much more effective than trying to close the barn door after the horse has escaped.

Ethical concerns, disputes between elected members, issues within staff, customer complaints, and concerns on the part of elected members regarding staff response to Council policies often combine to disrupt the efficiency of Council operations.
